BOC Meeting Recap: 6/16/25

The June 16, 2025 Board of Commissioners meeting was called to order at 7pm. The agenda for tonight’s meeting can be found at https://bit.ly/3utv5SE.
BOC approved minutes from the Board’s Regular Meeting June 2, 2025.
Chair Isenhower recommends Vice-Chair Austin Allran as the voting delegate for the 2025 NACo Annual Conference on July 14th, 2025. BOC approved.
Chair Isenhower recommends the reappointment of Robin Nicholson to the Economic Development Corporation Board for a 5th term, with a term expiration of June 30, 2028; and the appointment of Dan Timmerman to the Economic Development Corporation Board for a first term, beginning July 1, 2025, with a term expiration of June 30, 2028. BOC approved.
Commissioner Abernethy recommends the appointment of Tammy Hayman as the NCCS representative to the Juvenile Crime Prevention Council, for a first term beginning July 1, 2025 with a term expiration of June 30, 2027. BOC approved.
Commissioner Abernethy recommends the reappointment of Guy Cline to the Subdivision Review Board for a fourth term, with a term expiration of May 17, 2027. BOC approved.
Commissioner Beatty recommends the following appointments to the WPCOG Aging Advisory Committee: Lynn Sampson to fill an unexpired term for a first term with a term expiration of June 30, 2026; and Allen Bandy to a first term, with a term expiration of June 30, 2027. BOC approved.
Chair Isenhower presented a proclamation observing June 19th as “Juneteenth”.
Republic Services presented their quarterly update to the BOC.
Public hearing to consider an application to rezone 3 parcels totaling 9.35 acres owned by Linda Jo Godbout and Melda Campbell with Betty Brown LFI from R-20 Residential to Highway Commercial (HC), on behalf of RCM Development, LLC. BOC approved.
There are 5 Consent Agenda items being presented.
1/5 – The Finance and Personnel Subcommittee requests the Board of Commissioners approve the Annual Jail Medical Plan.
2/5 – The Policy and Public Works Subcommittee requests the Board of Commissioners:
- Adopt the attached resolution establishing project total cost, setting the Preliminary Assessment Roll, and scheduling a Public Hearing on the Preliminary Assessment Roll for Bay Pointe Subdivision Road Improvement Project; and
- Authorize the Chair to petition the North Carolina Department of Transportation (NCDOT) to accept the following roads into NCDOT’s Secondary Road Maintenance Program: Bay Pointe Drive, Golden Bay Court and West Bay Drive in Bay Pointe subdivision.
3/5 – The Policy and Public Works Subcommittee requests the Board of Commissioners adopt the Preliminary Assessment Resolution authorizing the Wellington Subdivision Road Improvement Project.
4/5 – The Policy and Public Works Subcommittee requests the Board of Commissioners approve a resolution to accept the offer of Legacy Home Builders, LLC, in the amount of $15,000, to purchase County owned property located at 246 7th Street SE in Hickory, subject to the upset bid process, and appropriate the sale proceeds to the existing General Renovations capital project.
5/5 – The Tax Administrator requests the Board of Commissioners to approve three releases totaling $2,241.07 and 57 Motor Vehicles Bill adjustments / refunds totaling $2,954.19 requested during the month of May.
BOC approved all 5 agenda items.
Manager's Report: a Budget Transfer was made from Contingency in the amount of $15,000 addressing staffing overages driven by 2024 election activities, including election recounts and operational changes due to state law.
BOC adjourned the meeting at 7:55 pm and entered into closed session with no anticipated further action.
