The December 2, 2024 Board of Commissioners meeting was called to order at 7pm. The agenda for tonight’s meeting can be found at https://bit.ly/3utv5SE.
BOC approved minutes from the Board’s regular meeting of November 18, 2024.
Commissioners Austin Allran and Barbara Beatty took their Oaths of Office.
The BOC conducted their Organizational Meeting to elect Chair and Vice-Chair along with other organizational appointments. All appointments were approved unanimously.

Chair Isenhower recommended the reappointment of Tommy Luckadoo for a sixth term, and Timothy Scaer for a second term, to the Catawba County Board of Adjustment. BOC approved.
Catawba County Historical Association Executive Director Susan Holbrook presented a resolution supporting the formation of the America 250 NC committee for the United States semi-quincentennial. BOC approved the resolution.
Catawba County Tax Administrator Brian Myers was recognized for being named the 2024 Tax Assessor of the Year by the North Carolina Association of Assessing Officers.

Consent Agenda 1/8: The Finance and Personnel Subcommittee requests the Board of Commissioners accept the Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program federal grant award of $1.3 million from the Bureau of Justice Assistance Office of Justice Programs to support the Law Enforcement Assisted Diversion (LEAD) program and Medication Assisted Treatment (MAT) services provided at the Detention Center.
Consent Agenda 2/8: The Policy and Public Works Subcommittee requests the Board of Commissioners approve the pipeline easement between Catawba County and Terreva Catawba RNG, LLC for a renewable natural gas pipeline.
Consent Agenda 3/8: The Policy and Public Works Subcommittee requests the Board of Commissioners approve a sole source exemption for the rebuild of a 2018 Caterpillar 826K compactor for use at the Landfill.
Consent Agenda 4/8: The Policy and Public Works Subcommittee requests the Board of Commissioners adopt a resolution establishing project total cost, setting the Preliminary Assessment Roll, and scheduling a Public Hearing on the Preliminary Assessment Roll for the Aspen Heights Subdivision Road Improvement Project.
Consent Agenda 5/8: The Policy and Public Works Subcommittee requests the Board of Commissioners adopt a resolution establishing project total cost, setting the Preliminary Assessment Roll, and scheduling a Public Hearing on the Preliminary Assessment Roll for the Brookstone Subdivision Road Improvement Project.
Consent Agenda 6/8:The Policy and Public Works Subcommittee requests the Board of Commissioners adopt a resolution establishing project total cost, setting the Preliminary Assessment Roll, andscheduling a Public Hearing on the Preliminary Assessment Roll for the Windbluff Court/The KnollsSubdivision Road Improvement Project.
Consent Agenda 7/8: Staff requests the Board of Commissioners adopt a resolution approving the proposed 2025 Board of Commissioners Meeting Schedule.
Consent Agenda 8/8: Staff requests the Board of Commissioners approve a grant ordinance amendment of $189 to complete the County’s obligation of federal ARPA funds.
BOC approved all 8 Consent Agenda items.
Attorney's Report: The Register of Deeds surety bond in $10,000 was discussed. BOC approved.
BOC voted to enter closed session at 7:39pm and expected no further business.
