Lindsay Joins Catawba County as Assistant County Manager

Catawba County has hired Adam Lindsay to serve as Assistant County Manager beginning January 21, 2026. Lindsay will join County Manager Mary Furtado and Assistant County Manager Paul Murray in overseeing the administration of County government services for citizens.

Lindsay brings 22 years of significant local government leadership experience to Catawba County, most recently serving the City of Fayetteville, N.C., as Assistant City Manager with a broad portfolio including communications, utilities and engineering, and facilities and capital projects. During his tenure, Lindsay oversaw more than $100 million in voter-approved parks & recreation and public safety projects. Lindsay also served as the city’s liaison for joint projects between Cumberland County and Fayetteville and as staff liaison to the Fayetteville Public Works Commission, the local water, sewer, and electric utilities provider.

Prior to working in Fayetteville, Lindsay served as Town Manager for Clayton, N.C., during a period of rapid growth and development. Under his leadership, Clayton initiated upgrades and modernization of water and wastewater infrastructure to serve residential and industrial demands.  Lindsay’s team approach led to the creation of an Economic Development office, community outreach groups, better hiring practices, and a strong culture of customer service.

“Adam’s record of local government service to this point is impressive,” said County Manager Mary Furtado. “His broad range of operational experience across key functional areas coupled with his strategic disposition as a capacity expander and team-builder make Adam the right fit for Catawba County’s team. I’m excited to work alongside him in advancing the goals and objectives of the Catawba County Board of Commissioners.”

Lindsay’s experience is well-rounded, with eight years of service to Rockingham County, N.C. in addition to his municipal service.  In Rockingham County, Lindsay served as Director of Strategic Management/Budget and Performance Manager, leading the county’s annual operating budget development, creating and managing an integrated performance management program, assisting with commissioners’ strategic plan implementation, and overseeing complex projects, among other things.

“The opportunity to join the team in Catawba County is a tremendous blessing and privilege,” said Lindsay. “When I was beginning my public service career, Catawba County was a place I visited in order to learn how to do my job. The way I was treated and helped made a lasting impression, and I have tried to pay it forward. This feels like a full circle moment. I am excited to join an organization that is so well served by elected officials who are engaged and department heads who are mission and values oriented.”

Lindsay earned a Master of Public Administration from the University of North Carolina at Chapel Hill after completing a B.A. in Communications with a minor in Spanish from North Carolina State University, where he graduated Summa Cum Laude with Phi Beta Kappa honors. He is currently the Membership Support Committee Vice Chair for the North Carolina City/County Manager’s Association and an active member of the International City/County Manager’s Association, which recognizes him as an ICMA Credentialed Manager. He is excited to relocate to Catawba County with his family.
